Additional information in English – Open letter to (potential) signers

Ladies and gentlemen,

for I received a lot of mails in the last days, expressing solidarity and gratitude, and some Vietnamese bloggers mentioned the petition, I first of all want to express my deep joyousness about the fact, that together we really can move something – for the good of the arrested dissidents in Vietnam. I have to admit, that I am not able to read and understand Vietnamese language, so if anybody wants to stay in contact, it would be necessary to use English or German for conversation.

I was asked about my motivation. I started this petition as a private person, not represanting any Political Party or NGO. As a Catholic blogger I am emotionally involved into the different cases of politically motivated trials against Catholic bloggers in Vietnam. Although I do not know anyone personally, I feel free enough to call them „collegues“. I hope they will take this as a token of my esteem. I am, by the way, not an expert on Vietnam. So, I had to learn that there are much more cases ongoing. That once more shows to me the deep need for the petition.

I was asked about the legal status of the petition. This petition calls for action within the parlamentary process of legislation in Germany in order to empower the German Government, especially the Minister for Foreign Affairs, to intervene for the good of any dissident, holding Vietnam to account for the protection of Human Rights, i. e. the freedom of religion, of opinion, and of the press.

I was asked about posibilities to act additionally. In the moment, there a two posibilities to sign the same petition, one here and one there. You may sign one of them or both. In the end the votes are not counted twice. There is no exact number to be reached in order to get the petition accepted; the goal is to reach 1000 signers.

Furthermore the number of signers does only indicate a certain need for the German Government to negotiate the petition; there is, as far as I know, no obligation to do so. On the other hand, the more signers express their attitude, the better. So: Every single vote counts to keep (first of all: to get) the topic into media and, as a result, into public awareness.

It also may be, that beside of the legislation members of German Government get to know the cases and act under their general competence to promote Human Rights in the World. That does mean, there is no need for a special mandate concerning Vietnam, but for the awareness, that in Vietnam Human Rights are harmed systematically – and that seems to be the case. So: Please spread the massage broadly!

Kính thưa quí vị:

Hàng năm, người Mỹ gốc Việt, đặc biệt là những người tự làm chủ cơ sở thương mại, đã lợi dụng sự du lịch dễ dàng để đi du lịch quá nhiều và gửi tiền về Việt Nam. Số tiền gửi là quá lớn, quá đủ để nuôi chính phủ cộng sản Việt Nam độc ác được tồn tại, và dư thừa để trả tiền lời cho những món nợ của nợ quốc gia.

Vì vậy, tôi viết thư này gửi đến cho bạn, tôi cần bạn sát cánh cùng với chúng tôi, ký vào bản thỉnh nguyện thư dưới đây để yêu cầu chính quyền của Tổng thống Obama hỗ trợ chúng ta ban hành một đạo luật để hạn chế người Mỹ gốc Việt du lịch, và gửi tiền về Việt Nam.

Trong khi chính phủ Hoa-Kỳ đang khuyến khích công dân Mỹ không chị tiêu  các sản phẩm của Trung Quốc trong lúc  tỷ lệ thất nghiệp tại Hoa Kỳ đang  rất cao... chúng tôi, cũng mong muốn chính phủ Hoa-Kỳ  cần phải áp dụng chính sách cho người Mỹ gốc Việt tỵ nạn cộng sản tại Hoa-Kỳ.  Họ phải được nhắc nhở rằng họ là những người tỵ nạn cộng sản, vì họ đang trốn chạy và sẽ gặp nguy hiểm bởi chính quyền cộng sản VN.  Nếu họ không gặp nguy hiểm bởi chính quyền cộng sản khi đi du lịch về Việt-Nam,thì họ phải bị trả về quê hương, Không có lý do gì để họ ở lại Hoa kỳ vì quy chế tị nạn  chính trị đã bị đánh mất và bị lợi dụng .

Trong năm qua, kể từ khi chúng tôi đến thăm tòa Bạch Cung vào ngày 05 Tháng 3 năm 2012 vì vấn đề nhân quyền, chúng tôi phát động chiến dịch và yêu cầu người Mỹ gốc Việt ký vào thỉnh nguyện thư với các nguyên tắc để hạn chế người Việt Nam không đi du lịch và gửi tiền Dollars về Việt Nam, Một điều lệ giống như một điều lệ mà văn phòng Foreign Assets Control của Tổng Thống  Bush đã ban hành cho người tỵ nạn Cuba vào năm 2004.

Khi Tổng thống Bush và chính quyền của ông hỗ trợ sự ao ước của cộng đồng tỵ nạn Cuba trong năm 2004, ông đã nói,  "Chúng ta sẽ không chờ đợi ngày tự do đến với Cuba, chúng ta phải bắt tay ngay vào việc, hành động để mang ngày ngày tự do đến cho dân tộc Cuba." Kết quả là, Cuba đã thay đổi trong năm 2009.

Căn cứ vào kết quả này và các khoản nợ lớn của Đảng Cộng sản Việt Nam, nếu quyết định tương tự cắt giảm tiền và giới hạn du lịch đến Việt Nam,  (tương tự như năm 2004 quy định với Cuba: Văn phòng Nội quy - Quy định kiểm soát tài sản nước ngoài cho việc đi lại và Gửi tiền cho Cuba), chúng tôi chắc chắn tin rằng Nhân Quyền cho VN sẽ được đáp ứng và kết quả chiến dịch hỗ trợ sứ mệnh tự do, dân chủ cho Việt-Nam sẽ đến với người dân Việt, trong một thời gian ngắn, rất ngắn. Dear Sir/Madam:

 

Each year, Vietnamese Americans, especially the self-employment people, who use the options to travel too much and/or/both send money to Vietnam.  The amount of money sent is too large, more than enough for the cruel Vietnam communist government to survive, and to pay for their nation debt’s interests. 

Therefore, in writing this letter to you, I ask for your stand up, side by side with me, to sign into the following link to request president Obama’s administration for supporting a mission to limit the Vietnamese American to travel, and send the US currency to Vietnam.

While we are limiting the American citizens to spend on China’s products with our high unemployment rate program, we must apply the similar limitation program to Vietnamese-Americans who came here are the refugees as well. They must be educated that they are the communist refugees, the people who are in danger by their communist government.  If they are not in danger by their communist government, they should be returned to their homeland.  There is no reason for them to stay and take advantage the opportunity in the USA.

During the past year, since I visited the White House on March 05, 2012 because of the Human Rights issue, I campaign and incur Vietnamese Americans to sign a petition for the rules to limit Vietnamese who travel and send US currencies to communist country of Vietnam, such as the one that President Bush’s Office of Foreign Assets Control issued for Cuban refugees in 2004. 

When President Bush and his administration supported the Commission for Assistance to a Free Cuba in 2004, he had stated, “We're not waiting for the day of Cuban freedom; we are working for the day of freedom in Cuba.” As a result, Cuba has changed in 2009. Based on this result and the big debts of Vietnam Communist Party, our decision to cut back money and limit travel to Vietnam, (similar to the 2004 rules with Cuba: Office of Foreign Asset Control Rules for Traveling and Sending Money to Cuba); we certainly believe that the Human Rights for VN will be in effected immediately, and they will support our mission to free Vietnam in a short time.  Please click this following website and sign your petition now:
