Pursuing Progress on Human Rights with Vietnam

I would like to thank all of you who signed this petition underscoring Americans' concern for human rights in Vietnam and the United States-Vietnam relationship. As our dialogue with Vietnam evolves, we are especially cognizant of the views of the Vietnamese community in the U.S.
The United States will remain diligent in pursuing progress on human rights in our high-level engagement as we pursue a wide array of security, economic, and strategic interests with Vietnam. In our discussions with the Vietnamese government, we emphasize that progress on human rights, including the release of political prisoners and freedom of religion, is a necessary part of improving United States-Vietnam relations. Secretary of State Clinton raised our human rights concerns with President Sang when they met at the November 2011 Asia-Pacific Economic Cooperation (APEC) meeting in Honolulu, Hawaii. U.S. Ambassador to Vietnam David Shear has raised similar concerns in all of his high-level meetings since arriving in Vietnam last August, and he and the Mission regularly engage Vietnamese government officials, nongovernmental organizations, and other individuals as part of our Government's commitment to promote greater respect for human rights in Vietnam.
During the annual United States-Vietnam Human Rights Dialogue meeting in November, I, along with Ambassador-At-Large for International Religious Freedom Suzan Johnson Cook and other high-level officials, urged Vietnam to release all political prisoners, strengthen religious freedom, ratify and implement the Convention Against Torture, and take other steps to protect and promote universal human rights.
My colleague, Kurt Campbell, Assistant Secretary of State for East Asian and Pacific Affairs, underscored these concerns directly with Vietnamese officials during his most recent visit to Hanoi on February 2. Read a transcript of his press conference in Hanoi here (PDF).
In addition, our engagement with Vietnam on trade, including through its interest in the Generalized System of Preferences (GSP) and its participation in the Trans-Pacific Partnership (TPP) negotiations, has provided opportunities to raise these issues. Both GSP and TPP include commitments to labor rights protections, including freedom of association.
The Obama Administration is committed to an ongoing dialogue with the Vietnamese American community. On March 5, 2012, my colleagues and I participated in a briefing held by the White House Office of Public Engagement for 165 Vietnamese Americans from 30 states who work across diaspora communities in order to promote human rights, global partnerships, and opportunities for Vietnamese abroad. During the meeting, we stressed that human rights issues are a key component of ongoing discussions with Vietnam and that the United States continuously engages Vietnam on human rights through many different channels, including the annual United States-Vietnam Human Rights Dialogue.
I encourage everyone involved in this petition to continue to express your views and concerns to the Administration, and most importantly to the Vietnamese government. I also encourage you to follow our work on http://www.humanrights.gov. Dear Senator,
On April 07, 2011, Rep. Chris Smith introduced H.R. 1410 which are the first steps in
forcing the Vietnam government to respect human rights. Human Rights Watch reported
that bloggers, writers, human rights defenders, land rights activists, anti-corruption
campaigners, and religious and democracy advocates faced harassment, intimidation,
arrest, torture, and imprisonment.
An assessment by HRW in early 2011 found that 123 drug detention centers across
Vietnam held 40,000 people, including children as young as 12. They were forced to
work in cashew processing and other forms of agricultural production, and garment
manufacturing and other forms of manufacturing, such as making bamboo and rattan
products.
On December 23rd, 2011, Viet Khang (Vo Minh Tri) is a songwriter. He was arrested
and imprisoned for writing two patriotic songs and posted them on the internet. On
February 8, 2012, our community has responded with a petition to ask our government
stop expanding trade with Vietnam at the expense of human rights. Our petition
achieved a record of over 149, 000 signatures as of March 8, 2012.
As a constituent of yours and a human right defender I solicit your support for this bill
and ask that you join Senator John Cornyn as a cosponsor of S.1051.

Trong quá khứ đã có 2 dự luật nhân quyền cho Việt Nam (H.R. 3096 và H.R. 1587 )bị ngăn chận tại Thượng Viện bởi Committee Foreign Relations (Ủy Ban Đối Ngoại của Thượng Viện).Hiện nay những Thượng Nghị Sĩ trong ủy ban này đóng vai trò tối quan trọng cho sự sống hay chết của dự luật nhân quyền H.R.1410. Cho nên chúng ta cần vận động mạnh mẽ và trực tiếp đến những nhân vật này.
Sau đây là danh sách của những Thượng Nghị Sĩ trong ủy ban đối ngoại mà chúng ta cần vận động cho dự luật H.R. 1410
Có 4 phương cách để vận động. Không thể nói cách nào hay nhất. Dear Senator,
As a human rights advocate, I would like to express my strong support for H.R.1410, Vietnam Human Rights Act 2011. This bill is the first step toward freedom and democracy for Vietnam.
Vietnam has taken the place of Burma as the worst violator of human rights in South East Asia. In its 2012 World Report, The Human Rights Watch reported that the Vietnamese government “systematically suppresses freedom of expression, association, and peaceful assembly”. HRW alarmed Vietnam’s crackdown against political dissidents. According to Reporter without Borders, Vietnam ranked 172th out of 179 countries in Press Freedom Index 2011/2012, many illegal arrests were made in Vietnam in 2011. United Nations independent experts who visited Vietnam in 2010 reported their findings. They urged the government to implement major human right treaties including the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment. Recently, Senator John Mc Cain and Assistant Secretary of State Kurt Campbell stated that Hanoi must improve on human rights before the US can consider selling it military hardware.
Our relationship with Vietnam continues to grow closer but Vietnam’s Human Rights records has been deteriorating. On March 8, Vietnamese Americans and human rights advocate have expressed their concerns by a petition to the White House. This petition achieved a record of 150,000 signatures within a month.
I urge you to support H.R. 1410. I hope that you will email me your opinion and your position on this important issue.

Vietnam has taken the place of Burma as the worst violator of human rights in South East Asia. In its 2012 World Report, The Human Rights Watch reported that the Vietnamese government “systematically suppresses freedom of expression, association, and peaceful assembly”. HRW alarmed Vietnam’s crackdown against political dissidents. According to Reporter without Borders, Vietnam ranked 172th out of 179 countries in Press Freedom Index 2011/2012, many illegal arrests were made in Vietnam in 2011. United Nations independent experts who visited Vietnam in 2010 reported their findings. They urged the government to implement major human right treaties including the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment. Recently, Senator John Mc Cain and Assistant Secretary of State Kurt Campbell stated that Hanoi must improve on human rights before the US can consider selling it military hardware.
Our relationship with Vietnam continues to grow closer but Vietnam’s Human Rights records has been deteriorating. On March 8, Vietnamese Americans and human rights advocate have expressed their concerns by a petition to the White House. This petition achieved a record of 150, 000 signatures within a month.
